Cambodia PM says no one responsible for stampede

PHNOM PENH - Cambodia's prime minister said on Monday no state officials were to blame for a stampede last week that killed 351 people and ruled out resignations in the aftermath of the country's worst tragedy in three decades.

Long-serving premier Hun Sen said calls for senior figures within the government and security forces to step down were politically motivated to serve opposition parties, but he said mistakes had been made and the situation was badly handled.

"No one will resign from their positions after what happened," Hun Sen said during the opening of a new government building in the capital, Phnom Penh.

"The incident happened because of carelessness and we didn't expect this thing to happen," he added. "The biggest mistake was that we had not fully understood the situation."

The stampede caused the biggest loss of life since the ultra-Maoist Khmer Rouge's regime's four-year reign of terror in the late 1970s, during which an estimated 1.7 million Cambodians died from execution, disease, starvation and exhaustion.

The accident happened late on Monday last week when more than 1,000 people celebrating the end of an annual Water Festival on a man-made entertainment island crossed a narrow bridge. The crowd suddenly panicked and started to run.

Video footage showed hundreds piled on top of each other, screaming for help, wedged under bodies, dead, alive and unconscious for as long as three hours. Security personnel appeared disorganised and unsure of how to rescue the survivors.

The victims died mostly of suffocation while some drowned after leaping into the Tonle Sap river below.

Mystery surrounds what triggered the stampede, with varying witness accounts. The government said in a preliminary report last week the Diamond Gate bridge moved slightly under the weight of people, who thought it was about to collapse.

GOVERNMENT UNSCATHED

The death toll was 456, but that was later scaled down when officials said many bodies had been counted twice. About the same number of people were injured.

Hun Sen, whose government has promised $12,000 for the families of each victim, drew parallels with the Sept. 11, 2001, attacks on the United States under the presidency of George W. Bush, which killed 2,995 people.

"Did Bush administration officials resign following the incident in the U.S. of planned attacks that were preventable? Did New York's governor resign? Did Defence Secretary Donald Rumsfeld resign?" he asked.

Hun Sen was widely expected to absolve his government of any blame and analysts say it is unlikely there will be any repercussions for his powerful Cambodian People's Party (CPP), which enjoys a huge parliamentary majority.

Experts attribute Hun Sen's quarter-century in office to his blend of populism and cronyism and say it is unlikely the government or the judiciary will pursue any action against the CPP's influential allies among the police and business elite.

But many Cambodians believe heads should roll and say someone should take the blame for the handling of the rescue effort.

"If they had worked faster, they might have saved many more lives," said survivor Chum Srey, 30. "They must take responsibility for this, for the sake of the families."

Pov Vatanak, 27, said it was no surprise that disciplinary action would not be taken against those in charge.

"It's rare that officials will resign," he said. "It's more likely they will be promoted."

The opposition Sam Rainsy Party (SRP) said the government was "careless and incompetent."

"With the loss of nearly 400 lives and many injuries, there must be people responsible," said party member Yim Sovann.

Trekkies exchange vows in Vulcan, Alta.

Vulcan — It was only logical for Star Trek fans James McDonald and Kate Olaso to get married here.

After all, McDonald, a 41-year-old Calgary resident has been a Star Trek fan since he was a boy and has made his 36-year-old wife a fan, too.

"It was really fun," Olaso said of the Star Trek themed wedding, which a small number of family and friends attended.

A friend had suggested holding the wedding in Vulcan, Alta. and that seemed to make sense to the couple.

McDonald - who named their fish Tiberius, after Star Trek captain James Tiberius Kirk - has been to the last six annual Star Trek conventions held in Vulcan.

"When we started dating he brought me here to a convention," said Olaso, who has now been to two Star Trek conventions.

The couple also come to Vulcan when actor Leonard Nimoy, famous for his role as the character Spock in the original TV series and subsequent movies, visited in April.

During Saturday's ceremony, McDonald wore a red and black uniform similar to the ones used in the movies featuring the stars of the original TV series, and Olaso wore a red Star Trek outfit, complete with veil. They stood in front of a Star Trek bridge.

McDonald admitted he was nervous, and the groom's stress level rose when the commissioner of oaths didn't show up.

But disaster was averted when local officials who attended the ceremony on behalf of the town started phoning local clergy, and priest Larry Vibert arrived shortly after being informed of the situation.

The couple now has a much larger ceremony to look forward to. They are tying the knot again on Jan. 29, in the Philippines, where Olaso's family lives. They are expecting 300 guests for that wedding.

Catherine Pooley, Vulcan's tourism co-ordinator, was thrilled that Vulcan could be a part of the couple's momentous day.

"This wedding is all about sharing a love both for each other and for Star Trek - the two things just fit naturally here at the Vulcan Tourism and Trek Station," said Pooley, who attended the ceremony. "To other Star Trek fans thinking of tying the knot in a themed ceremony we have one word for you - engage!"

This isn't the first wedding to grace the spaceship-styled Trek Station. On Aug. 1, 2004, Pam and Ron Smith said "I do" in a Klingon ceremony.

OTTAWA – Canadians should worry just as much about the safety of the fruits and vegetables they eat as they do about the meat they buy, says a food safety expert.

While the 2008 listeriosis crisis, where 22 people died after eating contaminated sandwich meat, put people on alert about meat, produce can be just as bad.

“The produce thing is a little more insidious because we've grown up to consider that produce is not a problem. We couldn't have been more wrong,” said food safety expert Rick Holley, pointing to cases around the world over the past 15 years.

“The barn door is wide open. We don't have rule or regulation in place that prevents produce from being contaminated by bacteria (that) cause people to become sick.”

Bacteria, including dangerous salmonella and E. coli, can get into produce if improperly processed manure is spread on fields. Plant roots can pick up bacteria from soil. In one case, apples that fell on a field where cows grazed were bagged and sold.

Holley, a University of Manitoba professor with 30 years experience in the food industry, says Canada doesn't properly track what people are biting into.

“We don't have any data in Canada,” Holley said. “We don't know whether more cases of food-borne illness are caused by ice cream or chicken wings.”

Paul Mayers, associate vice-president of programs at the Canadian Food Inspection Agency, says the agency enforces limits on pesticides and chemical contaminants set by Health Canada. And he says they work with the Public Health Agency of Canada to track food that causes outbreaks of illness.

“We've proven to be adept at linking foods and then undertaking recalls to minimize the exposure of Canadians to those foods,” he said, though he admits the ability to track illness and food to a particular location depends on the food involved.

Holley says people have to be careful how they prepare food. The leading cause of food poisoning is restaurants, but the next is food prepared at home. Consumers have to keep raw meat at the right temperature and avoid getting meat juices on other food. People get sick when, for example, they put raw meat on a cutting board and use the same board for preparing salad. Washing and peeling produce also helps get rid of bacteria.

“While consumers are crying for more and more inspection to make the food safer, the irony is that we consumers are doing it to ourselves by messing up at home,” he said.

Nigeria detains 12 in U.S. firm bribery case

LAGOS - Nigeria's anti-corruption police have raided the offices of the U.S. oilfield services group Halliburton and arrested 12 people in a bribery case involving the former Halliburton unit KBR Inc, a spokesman said on Saturday.

The U.S. firm said the detentions, carried out on Thursday, had no legal basis and that its employees had since been freed.

The Economic and Financial Crimes Commission (EFCC) said it had detained 10 Halliburton staff for questioning and one senior employee each from oil services firms Saipem Contracting Nigeria Ltd and Technip Offshore Nigeria Ltd.

Eni, Saipem's parent company, declined to comment.

"We are still looking for the (local) managing director of Halliburton," EFCC spokesman Femi Babafemi said.

Those detained in the raid, carried out with the assistance of armed police, included Giuseppe Surace, believed to be Saipem's country manager, and Frank Pliya from Technip, as well as a mixture of expatriates and Nigerians, Babafemi said.

Halliburton said in a statement that its employees were not connected with the case, and that they had all subsequently been released.

"Nigerian authorities entered the offices of Halliburton in Lagos, ransacked the property, assaulted personnel and took a number of non-managerial employees into custody ... this action had no legal basis," its statement said.

Houston-based engineering firm KBR pleaded guilty last year to U.S. charges that it paid $180 million in bribes between 1994 and 2004 to Nigerian officials to secure $6 billion in contracts for the Bonny Island liquefied natural gas (LNG) project.

KBR and Halliburton reached a $579 million settlement in the United States but Nigeria, France and Switzerland have conducted their own investigations into the case.

KBR split from Halliburton in 2007.

Brewer puts Pledge of Allegiance on beer cans

An Oklahoma brewer has been given approval to include the Pledge of Allegiance on beer cans.

Don Sessions, 75, told The Oklahoman newspaper Tuesday the Alcohol and Tobacco Tax and Trade Bureau initially denied his request, saying it violated rules that prohibit the use of statements and images relating to the American flag.

But in its approval Wednesday, the bureau say it has no issue with the beer cans after Sessions modified the label to say the beer isn't endorsed by or affiliated with the U.S. government.

"If you are sitting in a bar and drinking this beer, you'll think of America and you might think of God," Sessions told the newspaper. "If you don't like the pledge or God, don't buy the can."

The beer is marketed under the same name as Sessions's energy drink, Ol' Glory.

The company's website says Sessions chose the name "because he loves the American flag and all that it stands for and believes that most Americans feel the same way."

The label of the energy drink and beer will also feature the American flag and a note that says the company donates a portion of sales to Operation Homefront, an organization that helps people who volunteer with the military.

Shocking video of woman's arrest

OTTAWA - A judge Thursday released the video of Stacy Bonds' treatment at the hands of Ottawa police after she was arrested early in the morning on Sept. 6, 2008.

Here's what the video shows:

* Bonds is led into police headquarters by the arresting officer with her hands cuffed behind her back as Sgt. Steven Desjourdy leans against the wall.

* The arresting officer -- yanking Bonds by her left arm -- hands Bonds to Special Const. Melanie Morris, who takes her to a desk where Bonds turns and says something to Morris, though there is no audio so it's unclear what.

* When Bonds' cuffs are removed, Morris pushes her into the desk, but Bonds pushes back. Morris immediately knees Bonds once in the hip and twice in the lower back and grabs her hair with a gloved hand as the arresting officer and another tall, burly male officer step in.

* An overhead camera shows Bonds saying something to the officers, but it's unclear what.

* At this point Desjourdy comes into the room.

* The two male officers restrain Bonds, pushing her into the desk as Morris searches her, throwing items on the floor where they're kicked aside for Desjourdy to pick up. Morris also pulls Bonds' shoes off.

* After about a minute and 20 seconds of this, Bonds kicks one sock-clad foot backwards -- it's unclear from the video why -- and is wrestled away from the desk by the two male officers and thrown to the floor

* As the cops swing Bonds around, her foot hits Morris' right leg. Morris, clearly in pain, limps away and leans against a garbage can.

* As Desjourdy watches and a fourth male officer steps in, one officer grasps Bonds' neck while the other bends her arm behind her back and they turn her face down.

* As Bonds lies face down and unresisting on the floor, one of the officers fetches a riot shield and puts it on top of Bonds' legs. Morris leaves the room.

* One of the male officers leaves the room and returns with a pair of scissors, then uses them to cut off Bonds' shirt and bra, slicing them up the back as he kneels over her head.

* Meanwhile a limping Morris returns and stands over Bonds while the four male officers finish cutting off her top.

* Two of the male officers then pull Bonds to her feet while Desjourdy watches from behind and the fourth officer stands in front of her with the riot shield at the ready as Morris looks on.

CHIEF SPEAKS HIS MIND

Ottawa Police Chief Vern White released the following statement Thursday about the video evidence in the Stacy Bonds incident:

Today, the Ontario Court released a video of the incident dated September 6, 2008 involving Ottawa Police officers and Ms. Stacy Bonds. I understand that Ottawa residents will be shocked by the video.

As the Chief of Police, I was very concerned by the comments made by Justice Lajoie in court last October 29th and I immediately ordered an investigation by our Professional Standards Section to review our procedures as well as our officers' actions.

The Ontario Special Investigations Unit (SIU) invoked their mandate on November 19th and we are cooperating fully with that office. We will not be making further comments on this matter nor the release of a video by the court, until such time as the SIU investigation is completed.

We ask for your understanding and patience considering that Ottawa Police cannot comment on SIU matters per Section 12 of Regulation 673/98, enacted under the Police Services Act, which states that the police force and members of the police force shall not, during the course of an investigation by the SIU, disclose to any person any information with respect to the incident or the investigation.

Care home staff mocks ailing senior

WINNIPEG - Mysterious bruises, mocking comments and uncleanly conditions are some of the abuses Phyllis Froese alleges her late father endured at a Winnipeg seniors' home.

Henry Froese spent eight months at the Charleswood Care Centre, and Froese says the problems began almost immediately.

"There were a lot of mysterious bruises, skin tears that we didn't ever find out why they had happened," Froese said.

Her father suffered from dementia and was often confused. Froese said she heard staff "snickering and mocking him."

Froese and Liberal Leader Jon Gerrard held a media conference at the Manitoba legislature Thursday to discuss the issue.

"There were complaints numerous times," Gerrard said. "I was actually involved personally in writing to (Health Minister) Theresa Oswald, but the problem was never corrected ... It's very sad that somebody like Henry Froese ... in his last stages of his life had to go through this sort of indignity."

Froese also claimed her father was was not bathed enough and was put on Seroquel, an anti-psychotic drug, without family consultation.

Henry was eventually moved to another home last April, where he lived the last 23 weeks of his life with his wife Elsie. He died this fall at age 95.

Gerrard raised Froese's case in Question Period, where Oswald defended health officials' handling of the complaints.

"Although there have been allegations made today that nothing was done, indeed there have been multiple contacts between the (Winnipeg Regional Health Authority), the personal care home and the family," Oswald said.

She stressed that every allegation that is brought forward is looked into by the Protection for Persons in Care office, and if warranted, a more in-depth investigation is conducted.

WRHA head Real Cloutier said there were numerous conversations and meetings regarding Froese, adding that there is no indication there was "any level of physical abuse."

Two apologies were written to the Froese family, one in January for the mocking incident, and another in June for not meeting the family's expectations.

Cloutier said the Charleswood Care Centre underwent a standards review last spring, where it passed 11 of the 12 standards.

The case came to public light Thursday only one day after the province announced a seniors abuse hotline to be available 24-7.

"I think it's a wonderful idea for seniors but ... we've seen first-hand that writing to the minister and having meetings, nothing happens. So how good is this hotline going to be?" Phyllis Froese said.

Google Street View captures a picture of you in your underwear as you step outside to collect the mail.

‘Oh, well, what are you going to do?” you shrug.

A security camera at the local bank machine stares as you pick at your nose.

“Let ‘em look?” you decide.

Street surveillance then catches you going into your favourite adult video store.

“It’s for a friend’s bachelor party,” you lie.

We’re watched by unblinking glares almost every day — technology constantly adding to the monitoring — but have any of us changed how we behave?

Not so much, says a Canadian sociologist, who specializes in the way people adapt to change.

Nathan Young, an assistant professor at the University of Ottawa’s Department of Sociology and Anthropology, believes few Canadians have altered their public behaviour.

“When we’re out on the street, there’s an understanding we’re in public and there’s a risk of being seen or talked to,” says Young. “What’s different now is if we go outside to change a tire in our underwear, it can be exposed worldwide.”

Google’s Street View has proven a deep well of opportunity — and odd images — for those who like watching humans.

In the past year, a man wearing a pony mask — dubbed ‘Horse Boy’ — became an online celebrity after his image was captured in Aberdeen, Scotland. A body, photographed at an intersection in Rio de Janeiro, gained a viral audience in early October. And more recently, in Germany, those who patrol streets photographed by Google have spotted what could be a naked man in a car trunk and what looks like a baby being born on the sidewalk.

While many of us couldn’t recall the faces of strangers we passed this morning, the Street View moments are providing mass appeal.

Voyeurism has always been a part of human motivation, says Young, an authority on privacy issues.

But ogling the Google images also tells us something about our sense of fun, he explains, pointing out some of the images are theatrics or misunderstandings of a moment.

“Clearly, there are people out there that want to play (with the technology),” he reasons. “Not for politics or protest. Just a personal imprint.”

Young says there’s no evidence people are more aware or cautious as they head out their doors.

“This is just too new to change our behaviour,” says Young.

“(But) that is coming.”

Cold cases probed for Williams links

OTTAWA - Russell Williams was a small, lonely figure in the dock of a Belleville, Ont., courtroom, dwarfed by his own depravity as his sex crimes and perversions were read out in open court.

His October guilty plea to rapes, two murders and dozens of fetish thefts spared grieving families the ordeal of a full trial. When it was over, the stunned public prepared to move on.

The police have not.

"We have a duty upon ourselves to the victims of any crime to give the victims peace," said OPP Det. Insp. Chris Nicholas, lead detective in the Williams case.

Nicholas addressed the case one last time Wednesday as cops shift their investigation underground.

OPP - and Ottawa police, as well as other area law enforcement - will continue to probe cold cases, searching for any links to Williams.

Though cops wouldn't take questions on current investigations, Nicholas confirmed that Williams was caught thanks in part to a smart move by a Belleville police officer.

It was Jan. 28, a Thursday. Jessica Lloyd was enjoying her last hours of freedom, while Williams awaited her return metres from her Belleville home, in southeastern Ontario.

The officer noted an SUV parked in the corner of a field near Lloyd's house - hardly uncommon in rural areas, Nicholas said.

Williams - thinking the female cop was Lloyd, Nicholas said - watched as she knocked on the door of Lloyd's home. Finding it secure and empty, she turned her attention to the unoccupied Nissan Pathfinder.

Nothing was amiss, but she jotted down what would become a valuable description of the SUV. When she learned Lloyd had vanished, she immediately told her bosses.

"It helped us narrow down the search parameters of the vehicles," Nicholas said. Cops pared the list down from about 20 possibilities to three.

Just one week later, Williams' tire treads betrayed him at a Feb. 4 roadblock. He was arrested soon after.

"She did far beyond what most officers would have done and we commend her for it," Nicholas said.

Williams' actions that night - assaulting Lloyd in her home, bringing her to his Tweed cottage then delivering a coup de grace with a flashlight after promising her she'd live - have taken their toll on the cop.

"(She) obviously feels terrible," Nicholas said. "She's beside herself and we are supporting her. We think she did a great job."

The public knows enough about Williams, Nicholas said, explaining why cops will pursue their investigations away from the spotlight.

"It doesn't have a happy ending for anybody," Nicholas said. "Let's just let the story fade."

What Does The New Bankruptcy Law Entails? Know More!

Bankruptcy credit counseling is the latest requirement in the new bankruptcy law which is effective from October 17, 2005. The bankruptcy abuse prevention and consumer protection act of 2005 needs court approved bankruptcy credit counseling which should be completed by the debtors and this should be done prior to filing bankruptcy within 180 days after filing bankruptcy petition.

This new requirement of the credit counseling which should be done prior to filing bankruptcy can be completed by phone credit counseling, internet credit counseling, court approved bankruptcy credit counseling and group or individual credit counseling. According to this new law, the U.S. trustee office will be responsible for approving bankruptcy credit counselors. The U.S trustee office can even approve a non profit budget and provide you a personal bankruptcy lawyer for handling your bankruptcy case.

The new bankruptcy laws has even made the filing bankruptcy more difficult. It was fueled by many lobbyist and credit card companies who just wanted to make it harder for the debtor to wipe off their credit card debts. Bankruptcy credit counseling has been considered by many bankruptcy attorneys as an attempt for delaying their debtors from seeking protection in the court. The delay will allow the creditor to collect the garnishment funds.

Many business bankruptcy lawyers and other general lawyers are finding that the telephonic method of counseling is the easiest method for the debtors and it can be completed in about an hour or so. The amount which any bankruptcy credit counseling agency can charge depends on the law. But, as a rule, no bankruptcy credit counseling agency can charge more than $50 for credit counseling. Once the bankruptcy credit counseling sessions are completed, the debtors will provide them the completion certificate from the agency.

This credit counseling course is required for all types of bankruptcy including chapter 13 bankruptcy and other bankruptcies.

It’s a long way from the sub-tropics of Mexico to Canada’s sub-Arctic.

In James Bay, the biology professor at the University of Western Ontario is studying how a cold and remote wetland is influenced by, and is influencing, climate change.

But there’s a common concern that make them both worth a closer look: “The link is sensitive ecosystems,” Branfireun says.

The James Bay wetlands are part of the second-largest wetland in the world, and are “profoundly” affected by warming trends, he said.

Branfireun’s work in James Bay is one of three UWO research areas to be awarded prestigious new Canada Research Chairs at a federal announcement on Wednesday.

The program is designed to promote innovation in universities and Branfireun’s carries with it $100,000 annually for five years.

From mercury in the water to a diminished ice cover and changing ecology, Branfireun says the James Bay area is one of the most influential and under-studied regions in the world.

In the university’s department of microbiology and immunology, Mansour Haeryfar is working to understand how a specialized immune cell called a Killer T cell works best.

And that research may lead to helping people’s immune systems fight more effectively against viruses, such as HIV and influenza, he said. “In doing so, we hope to exploit and boost our own immune system to efficiently battle viral infections.”

He said he’s delighted with being named a research chair and the potential it offers to accelerate studies in viral immunity. Haeryfar received $100,000 yearly for five years.

Kinesiology professor Kevin Shoemaker has received a $200,000 grant for each of seven years to study how vascular disease and exercise interact with the nervous system.

And, he said, there’s potential to figure out if preventing cardiovascular disease can also prevent or delay movement problems, particularly as people age.
