ABIDJAN, - Incumbent Ivory Coast leader Laurent Gbagbo faced a cash crunch that could make it tough for him to continue paying public salaries, after the West African regional central bank cut his access to funds.

World powers and African states have heaped pressure on Gbagbo to concede defeat in a Nov. 28 poll to his rival Alassane Ouattara in a standoff that has killed nearly 200 people and threatens to tip the country back into civil war.

Ministers from the Central Bank of the West African Economic and Monetary Union issued a declaration late on Wednesday saying the bank would no longer recognize Gbagbo's authority as president, and that access to funds would only be given to Ouattara's "legitimate government."

The move follows a World Bank decision on Wednesday to freeze some $800 million in committed financing, adding to expectations that Gbagbo may soon struggle to pay wages — including to troops.

Gbagbo's Finance Minister Desire Dalo did not comment when reached by telephone late on Wednesday. A spokesman for Ouattara's government said the decision by the central bank was "a very important move toward controlling the economic power."

Military support for Gbagbo is seen as one of the main reasons he is able to defy calls to step down.

Ivory Coast’s $2.3 billion bond due 2032 fell nearly a point to a record low on Thursday as investors worried that the country would be unable to meet a $30 million bond payment on Dec. 31.

Turmoil in the world’s top cocoa-producing country has also boosted cocoa prices to recent four-month highs, disrupting export registrations and raising the possibility that fighting could block transport and shipping.

GRAVE BLOCKED

The election in the former regional star economy was meant to reunite the country following a 2002-03 civil war, but has instead aggravated divisions.

The United States, the United Nations, the European Union, the African Union and ECOWAS have all recognized provisional electoral commission results showing Ouattara as the winner, with Washington and Brussels issuing sanctions on Gbagbo and his inner circle.

But Gbagbo has shown no sign of caving in to pressure and insists he won the election after the Constitutional Court, which is headed by one of his allies, threw out hundreds of thousands of votes from pro-Ouattara constituencies.

The standoff turned violent last week after gun battles broke out briefly between government soldiers and rebels who now back Ouattara. Residents of pro-Ouattara neighbourhoods have said masked gunmen are now breaking into homes by night and kidnapping people.

A statement issued by the U.N. mission in Ivory Coast on Thursday said that masked supporters of Gbagbo armed with rocket launchers have been blocking a road to Anyama, around N'Dotre, which it said is "a village outside Abidjan where allegations point to existence of a mass grave."

The U.N. Human Right Council issued a declaration of condemnation on the human rights violations and called for reconciliation to prevent civil war.

N. Korea nuclear test 'possible' in new year

SEOUL - North Korea could carry out a third nuclear test next year to strengthen the credentials of its young leader-in-waiting, Kim Jong-un, a research report from a South Korean Foreign Ministry institute said on Friday.

The report came a day after Pyongyang vowed a nuclear "sacred war," using its nuclear deterrent, after the South vowed to be "merciless" if attacked again and held a major military drill near the border.

The North, which carried out nuclear tests in 2006 and 2009, has yet to show it has a deliverable weapon as part of its plutonium arms program, but a third test would raise tensions further on the divided peninsula and rattle global markets.

South Korean media reported earlier this month that the North was digging a tunnel in preparation for a nuclear test.

"There is a possibility of North Korea carrying out its third nuclear test to seek improvement in its nuclear weapons production capability, keep the military tension high and promote Kim Jong-un's status as the next leader," the report said, referring to ailing Kim Jong-il’s youngest son.

"Tension between the two Koreas will remain high with chances of additional North Korean attacks on the South staying high," the Foreign Ministry-run Institute of Foreign Affairs and National Security said.

"U.S. ENTIRELY TO BLAME"

Tension on the peninsula is at its highest since the 1950-53 Korean War, after a deadly naval clash in March and the North's artillery attack on a South Korean island last month which killed four people. The two Koreas are technically still at war as their civil conflict ended in a truce, not a treaty.

The North's KCNA news agency, which regularly threatens total destruction of the rich capitalist South, on Friday lay the blame on Washington and called South Korea one of its "shock brigades."

"The U.S. is entirely to blame for the alarming developments on the peninsula this year as it used the peninsula for realizing its strategy to dominate East Asia," KCNA said in a commentary.

Analysts said recent tensions have managed to turn back the clock on ties between the rivals by more than a decade.

"In the South, impatience with Pyongyang is growing, and there are demands from the right in Seoul for more robust terms of military engagement in the event of future clashes,' said Daniel Pinkston of the International Crisis Group.

Still, the risk of all-out war is low, and the North's threats of destruction are seen as largely rhetorical.

Pyongyang's tactic of boasting about nuclear advances is a ploy aimed at restarting talks between itself, the South, China, Japan, Russia and the United States, from which it hopes to wring concessions, analysts say.

The Foreign Ministry report said six-party talks, which North Korea walked out of two years ago, will likely resume in 2011 but progress on reining in the North on its nuclear program will remain elusive.

China, the North's only major ally and vital financial backer, sees the forum as the best place to begin dialogue, but Seoul, Washington and Tokyo say they first need proof that Pyongyang is committed to dismantling its nuclear facilities.

China bars political dissident access to lawyers

BEIJING - One of China's most prominent human rights advocates, who was charged in June for subversion, has been denied access to his lawyers, a move that rights activists say sets the stage for a hasty and covert trial.

Liu Xianbin, 42, was charged with "incitement to subvert state power" for his articles that included his reflections on the 1989 Tiananmen Square protests and this year's Nobel Peace Prize winner Liu Xiaobo's arrest, Liu Xianbin's wife, Chen Mingxian, told Reuters by telephone.

The move to deny Liu Xianbin legal representation comes just as China has come under pressure from the international community for its human rights record, most recently for its harsh punishment of the Nobel laureate.

China, which jailed Liu Xiaobo for 11 years last year for "incitement to subvert state power," has called the Nobel award a "political farce."

Almost one year to the date that the Chinese government jailed Liu Xiaobo, many Chinese dissidents who have been charged in highly sensitive cases involving state secrets or subversion charges have been languishing in legal limbo as it is not unusual for authorities to severely curtail access to lawyers or family members.

One of Liu Xianbin's lawyers, Mo Shaoping, said he had not been allowed to see Liu, who has been held in a detention centre in Suining prefecture in the southwestern province of Sichuan since June 28.

His other lawyer, Ma Xiaopeng, said he last saw Liu on Nov 5, but has since been barred from meeting the dissident, adding that he has tried to call Liu, but no one answered the telephone.

"Under these circumstances, there is no way he can get legal representation," said Mo. "But not giving him access to lawyers is illegal."

Chinese officials in Suining were not immediately available for comment.

Wang Songlian, research coordinator for rights group Chinese Human Rights Defenders, said the move to deny Liu legal access could set the stage for a hasty trial.

Liu's wife said she has not been allowed to see Liu since his arrest and Ma has told her that her letters to Liu have not reached him.

"I didn't think this would happen," Chen said, referring to the authorities barring Liu from legal access. "I thought the legal system in China was just."

Like Liu Xiaobo, Liu Xianbin was a participant in the 1989 protests on Tiananmen Square in Beijing. Liu Xianbin was jailed in 1991 and sentenced to two and a half years in jail in 1992.

Liu Xianbin, a founding member of the China Democracy Party, was convicted of subversion of state power and sentenced to 13 years in jail in 1999. He was released in November 2008 after his jail term was cut for good behaviour.

Liu was a co-signatory of the Charter 08 manifesto that was written by Liu Xiaobo and called for sweeping political reforms.

The petition, which collected thousands of signatures, was one of the boldest challenges to the Chinese Communist Party rule in recent memory.

"His condition was good," Ma said, referring to when he last met with Liu Xianbin. "I told him that Xiaobo had won the Peace Prize and he was very happy. He said Xiaobo's ideas for a democracy movement will now gain worldwide recognition."

I currently have in the cupboard a variety of unsuitable riding boots. One pair are simple walking boots/shoes with little protection and which I have already stopped using. Another pair are also short height boots/shoes from Alpinestars that after a days riding bite into my arch no matter what I do with them. The final pair are mid height waterproof items from Joe Rocket. Purchased for my Euro tour these fit yet are awkwardly sized where your big toe sits and can apply pressure that becomes very uncomfortable by days end.

So none work well for me, the short boots lack full protection, the Rockets are cold weather only and each one has comfort issues. So the short story is the money saved from not riding much lately due to constant rain (grr) has been spent on these new boots!

I have had the Vitesse boots site bookmarked for a couple of years with the intention of one day getting a pair. Whilst they have regular style black boots I always admired their retro brown lace ups which is what I now have. Vitesse boots are made in France and the design and build quality is superb, no quality control issues causing sizing anomalies here unlike the other three I have all from China.

The traditional lace up boot allows me to adjust them to suit and be comfortable. The boots really are easy to walk around in and I will be able to tour wearing these on and off the bike. In the evening under a pair of jeans I will not need a carry a second pair of shoes. For me this is great as I like to go riding for a few days and travel light.

It is raining here most every day with forecasts for it to continue for the next month so unlikely to have any ride reports in the near future. Wettest weather I can recall.

Sailors fall sick on boat in Welland Canal

Sixteen crew members from the Liberian-registered vessel Hermann Schoening were sent to area hospitals early Wednesday morning after becoming ill due to potentially-fatal gas vapours flowing through the ship.

The men, believed to be Chinese sailors, were removed from the ship by members of Port Colborne Fire and Emergency Services and Fort Erie Fire Department using two tugs and two Zodiacs, as it sat in Lake Erie 3.7 nautical miles southwest of Port Colborne.

Inmate charged after hammer attack

TORONTO - Two jail guards suffered minor injuries and an inmate is in hospital with 200 stitches after a melee at the Toronto West Detention Centre.

The prisoner allegedly tried to attack officers with a roof hammer that was smuggled inside the jail.

An internal prison review is underway and security measures gave been intensified following the Dec. 18 incident.

Toronto Police alleged a suspected parole violator took out a hammer and started attacking correctional services officers after they removed his handcuffs and shackles so he could be booked at the jail.

The man allegedly uttered death threats as he smashed computers and office furniture in the prison admitting area, where inmates are searched and issued prison clothing, officers said.

He was eventually subdued after being tackled by officers. Police said "he suffered some cuts."

Toronto Police spokesman Const. Tony Vella said the force is working with the correctional services ministry to probe the incident. He refused comment citing an investigation.

Corrections services spokesman Anthony Brown also refused comment due to the probe.

Dan Sidsworth, of the Ontario Public Service Union, Local 517, said the 9 a.m. incident occurred in the admitting area.

Jail workers alleged the prisoner caused thousands of dollars worth of damage to the office.

"There was significant damage to the office," Sidsworth said. "This attack was unprecedented and we are lucky someone wasn't killed."

He said the attack has prompted security changes and incoming prisoners are now being searched and checked by metal detectors before their restraints are removed.

Officers are also trying to take their handcuffs, batons and pepper spray with them inside the jail. They, like cops, currently have to leave their weapons outside.

"Our officers are pretty shaken up by this," Sidsworth said. "The cycle of violence has dramatically increased in prisons."

Russell Prowe, 27, of Toronto, faces two counts of attempted murder.

Fight over Lucy the elephant continues

EDMONTON – Animal rights groups say their long fight to move Lucy to an elephant sanctuary in California is far from over.

Lawyers for the People for the Ethical Treatment of Animals (PETA) and Zoocheck Canada are appealing a decision made by a judge who threw out the case between animal rights groups and the city back in Aug. 20.

The Court of Queen's Bench of Alberta dismissed the case on the basis that "it constituted an abuse of the court's process."

Lisa Wathne, a spokeswoman for PETA, says the judge made an error by not hearing the entire case made by the group's lawyers - a reason why they will be appealing the decision in an Alberta Court of Appeal courtroom Feb. 11, 2011.

"We will not stop until Lucy is moved to a sanctuary or she dies," said Wathne, who adds the group will continue its battle even if it loses its appeal.

"She is suffering and we will continue to do everything we can to get her out of there."

Wathne says the group's lawyer will also file a request to the province's privacy commissioner to get access to video footage owned by the city that examines Lucy's trunk, which may show the severity of the animal's respiratory problems.

The city has so far refused to release the footage, said Wathne.

However, moving the elephant would be detrimental to its health, says Edmonton Valley Zoo spokesman Robert Moyles.

"Any of her ongoing health issues are manageable and Lucy is content and well adjusted but the most significant problems is here breathing," said Moyles.

"When she gets stressed, her breathing gets worse and moving an aging elephant is an extremely stressful thing to do."

Moyles says the animal is going through an ongoing medical treatment plan that will help Lucy shed a "few hundred" pounds. PETA says the animal is also suffering from obesity and arthritis.

Last year, animal activist and former Price is Right host Bob Barker visited the city in an effort to get the aging elephant moved.

Actor William Shatner has also been involved in the high-profile case - pleading in a letter to the mayor to let the elephant retire away from the Valley Zoo.

Former Oiler tough-guy George Laraque has also offered his support in the fight by the animal rights groups.

The 36-year-old Asian elephant arrived at the Edmonton Valley Zoo in 1977 when she was two years old. She has had the same zookeepers for over 20 years.

The china will be sold at gift shops at Buckingham Palace and Windsor Castle.

The eight inch plate costs $62, the mug retails for $55 while the pillbox will set you back $39.

For last-minute present-hunters, frenzy sets in

On one end of the mall bench sat an exhausted Nicole Dellow, heavy shopping bags plunked down beside her from a fruitful day of Christmas shopping.

Smythe, 27, was there for moral support only. She did her shopping weeks ago and already has it under the tree.

The two London women can count themselves lucky: One in four Canadian shoppers didn’t have their spending done until this past weekend, an Ipsos Loyalty poll found. And 3% won’t finish until Christmas Eve, meaning they’ll pay by having to brave the legions of other last-minute shoppers.

Nationwide, malls were jammed the last weekend before the holiday, typically one of the busiest on the retail calendar.

Heading into Sunday, Dellow had a lot of ground to make up: She’d only bought for her three-year-old son, but had about eight other people to buy for — not counting her husband’s family. That was his job, she said.

She started at noon and had it wrapped up almost five hours later.

“The dollar store was ridiculous,” Dellow said when she lined up to pay for stocking stuffers.

Dellow said she really, really meant to start earlier. “I’m a procrastinator,” she said, with resignation.

Her good intentions were snowed under by the big storms last week that clobbered the London area. Then she got sick. Then her son got sick.

And then it was the last full weekend before Christmas.

Smythe, on the other hand, played it cool. She bought herself a shirt Sunday with the knowledge all the frantic people around her were looking for stuff to give other people.

“Technically, I didn’t have to be here,” she said.

“I didn’t have to stand in

huge lines when everybody else has to. I got it all done, I’m not panicking, I’m just getting my stuff done. It’s wrapped and you guys are all scurrying around like, ‘What am I going to get?’”

Dunc Morrison of West Elgin had settled in on a mall bench, waiting for his wife to finish up the last details.

“Traditions go on,” he said.

TIMMINS, Ont. -- A bomb scare at a South Porcupine, Ont., residence has led to what Ontario Provincial Police are calling the largest prohibited weapons seizure in the detachment's history.

"We were acting on a search warrant to retrieve weapons that this individual was in possession of and when we did a scan of the residence, explosives were found," said OPP Const. Marc Depatie.

After the OPP's explosives disposal unit successfully detonated three homemade explosive devices Friday afternoon, officers recovered 70 firearms of various descriptions, including semi- and fully automatic weapons and handguns.

Donald Chalmers, 26, is scheduled to appear in Timmins bail court Monday on a number of charges, including unauthorized possession of a firearm, breach of firearms regulations, unauthorized possession of restricted or prohibited firearms and unlawful possession of explosives.

Along with firearms, police also recovered silencers, knives, daggers, throwing stars, brass knuckles and nunchucks.

"From a police and community perspective, it's a relief that we have these weapons in police custody," said Depatie. "It's obvious that nobody amasses this type of arsenal for a legitimate purpose, so it was crucial that we received the information that we did and acted on it in a timely fashion.

“It would be safe to say this is the largest cache of prohibited weapons this detachment has ever recovered.”

As a precaution, approximately 200 South Porcupine residents in the area of the home were evacuated for most of the day Friday, some taking refuge in the Maurice Landry Community Centre.

"That was absolutely necessary when you look at the scope of the investigation and the number of firearms and types of explosives that were in play here," Depatie said. "It was a reasonable measure taken by the Timmins Police Service and OPP."

Depatie assured residents that all factors will be taken into consideration during Chalmers' bail hearing.

The investigation continues with the OPP's weapons enforcement unit and organized crime enforcement bureau.

U.S. tourist killed in Israel

JERUSALEM - An American tourist was stabbed to death and another woman wounded while hiking in Israel, police said on Sunday.

"We are examining whether this is a nationalistic stabbing, but other leads are being examined as well," police spokesman Micky Rosenfeld said, using Israel's term for an attack by Palestinian militants.

Kaye Wilson, a Briton who immigrated to Israel, said she and Christine Logan, a visitor from the United States, were attacked by two Arabic-speaking men while hiking on Saturday in a wooded area south of Jerusalem.

Wilson told police she played dead and managed to reach a parking area where people called the police, who mounted an overnight search for Logan. Her body was found early on Sunday.

Police identified Logan as an American but gave no further details. Wilson was treated in a Jerusalem hospital for multiple stab wounds.
